Request For Proposal (RFP) – Construction Owner’s Representative Services
Easterseals Capital Region & Eastern Connecticut is soliciting proposals for an Owner’s Representative to assist with the management of its program for the design and construction of a 18,000 sf project in connection with its Veterans Rally Point program. This project is part of a larger facility which will remain active during construction and also serves as Easterseals’ Day Support Program consisting of approximately 50 participants and 20+ Easterseals Staff.
Veterans Rally Point is a philanthropy program of Easterseals Capital Region & Eastern Connecticut that serves the needs of veterans, service members and their families. Veterans Rally Point is supported entirely through individual and community donations. Easterseals is committed to ensuring the successful reintegration of veterans/servicemembers and their families into civilian life by offering a “hand up” to veterans/servicemembers and military families, removing barriers so they can live their best life.
The facility will be located at 24 Stott Avenue Norwich, CT. The estimated project budget is $2.5m and the facility to be constructed will feature a full spectrum of Veteran and Family Services.
The project is being funded by a state bond grant and the firm selected to perform this work must comply with all applicable laws, including C.G.S. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive. An Affirmative Action Plan must be filed with and approved by the CHRO prior to the commencement of construction. The firm selected will be required to assist with satisfying DAS and CHRO requirements for MBE, WBE and DBE set-asides, among others, and to assist Easterseals with furthering its goal of working with certified Veteran-owned businesses.
